How Does the VA HISA Grant Work?

A Complete Guide to the VA Home Improvements and Structural Alterations (HISA) Grant

Proudly Veteran-Founded & Committed to Serving Those Who Served

Simplicity Home Pros is a veteran-founded, family-owned remodeling company dedicated to helping veterans make their homes safer and more accessible.

We created this guide to clearly explain how the VA HISA Grant works, who qualifies, what projects are covered, and how to apply - without confusion or unnecessary delays.

If you are a veteran (or assisting one) and need home accessibility upgrades, this guide will walk you step-by-step through the process.

What Is the VA HISA Grant?

The VA Home Improvements and Structural Alterations (HISA) Grant is a Veterans Affairs benefit that provides funding for medically necessary home modifications.

Current Lifetime Grant Limits:

  • Up to $6,800 for service-connected disabilities

  • Up to $2,000 for non-service-connected disabilities

The grant is designed to improve accessibility, safety, and independent living. A Veteran does not need to be 100% disabled to qualify.

Common approved modifications include:

  • Walk-in showers

  • Tub-to-shower conversions

  • Wheelchair accessible bathrooms

  • Widened doorways

  • ADA-height toilets

  • Lowered countertops

  • Permanent ramps

  • Grab bars and safety railing

Who Qualifies for the VA HISA Grant?

You may qualify if:

  1. You are a veteran enrolled in VA Health Care

  2. You have a medical condition diagnosed by a VA physician

  3. A VA doctor provides a written prescription stating home modifications are medically necessary

You do not need a 100% disability rating to qualify.

Eligibility and funding limits depend on whether your condition is service-connected or non-service-connected.

What Does the VA HISA Grant Cover?

The HISA grant covers accessibility improvements to empower disable veterans to live safely and comfortably.

Common Bathroom Upgrades Covered by HISA:

  • Walk-in or low-threshold shower

  • Tub-to-shower conversions

  • Roll-in wheelchair showers

  • ADA comfort height toilets

  • Grab bar installation

  • Shower benches

  • Handheld shower heads

  • Lowered vanities or sinks

  • Widened bathroom doorway

Kitchen Modifications Covered:

  • Lowered countertops

  • Easy-turn faucet handles

  • Grab bars

  • Widened doorways

Entry & Hallway Modifications Covered:

  • Permanent wheelchair ramps

  • Railings

  • Door widening

  • Lever-style handles or keypad locks

What Is NOT Covered by the VA HISA Grant?

The grant does not cover:

  • Cosmetic renovations

  • Roofing or window replacement

  • Shower glass enclosures

  • Removable ramps

  • Hot tubs or spas

  • Exterior decks

  • Home security systems

  • New construction additions

HISA is strictly for medical necessity and accessibility.

How Do I Apply for a VA HISA Grant?

HISA Grant Step 1: Speak With Your VA Doctor

Request an evaluation and prescription stating that home modifications are medically necessary.

HISA Grant Step 2: Complete VA Form 10-0103

“Veterans Application for Assistance in Acquiring Home Improvement and Structural Alterations” form is HERE

HISA Grant Step 3: Submit Required Documents

You must submit:

  • Completed VA Form 10-0103

  • Doctor’s prescription

  • Itemized contractor estimate

  • Color photos of the area to be modified

Submit to your local VA Prosthetic and Sensory Aids Service at your VA Medical Center.

What Must a Contractor Provide for a HISA Grant?

Before approval, your contractor must provide:

  • Itemized cost estimate (labor, materials, permits, inspections)

  • “Before” photos

After installation:

  • Itemized final invoice

  • “After” photos

Important:
Contractors cannot submit the application on your behalf or communicate directly with the VA as your representative. Be cautious of any contractor who claims they can.

How Long Does HISA Grant Approval Take?

Approval typically takes 30–45 days, depending on your VA Medical Center. If your VA representative has questions, he or she will reach out to you to discuss resolution.

Do not begin work until official written approval is received.  The VA will not reimburse unauthorized work.

Do I Need Multiple Bids for a HISA Grant?

No. The VA requires one itemized estimate, not multiple bids. This is a common misconception, however, according to the VA it is NOT required. Only the selected Proposal must be submitted. You have full control in choosing your contractor.

What Happens After HISA Grant Approval?

  1. Installation is completed by your selected Contractor.

  2. You, the Veteran or their representative, submit:

    • Final invoice

    • After photos

    • Signed Statement of Satisfaction

  3. VA issues reimbursement up to your predetermined grant limit.

What If the HISA Grant Doesn’t Cover the Full Cost?

If your project exceeds the $6,800 or $2,000 limit, you are responsible for the remaining balance.

At Simplicity Home Pros, veterans may choose:

  • Cash discounts

  • Third-party financing (on approved credit)

  • Past clients chose to finance the full project and used their HISA reimbursement to pay down the loan
